Our Team
The Medabra Foundation comprises healthcare, data, and technology professionals, as well as individuals that regularly influence strategy and policies in Washington State.
Below are some of the individuals who are helping us achieve our mission.


Dr. Omri Bahat is a director and board member at the Medabra Foundation. His hands on work over the past 25+ years involves information technology, data mining, and data analysis.
More recently, he has been working on workers’ compensation matters and LNI claims from 2018 and on. Since 2022, his latest work has been focused on healthcare and addressing homelessness through various initiatives in Washington State.

Dr. Melissa Hoefer-Kravagna brings more than two decades of experience delivering therapeutic services to individuals, couples, families, and groups. Over the years, she has worked closely with vulnerable communities and populations in Washington State, helping with case management, social work, counseling, and therapy.
Her background spans community mental health, hospital and emergency departments, private practice, and a range of multidisciplinary recovery teams and programs. She has cultivated a lifelong commitment to psychodynamic psychotherapy, complex diagnostic work, dream analysis, and object relations. Her clinical approach draws on systems analysis and evidence-based practice, complemented by her deep insight into healthcare systems and clinical operations.

Mr. Brandon Turnbo, ARNP, FNP-C, specializes in occupational medicine and workers’ compensation in Western Washington. In his current work at Olympic Occupational Medicine, he provides advanced clinical oversight, evidence-based injury management, and return-to-work guidance within the Washington State LNI system.
He brings a strong background in diagnostic imaging, post-acute care, multi-specialty clinical
practice, and in medically managing worker’s compensation claims. He is a member of AANP,
ACOEM, and COHE of Western Washington.

Prof. Armand Makowski received his PhD in Applied Mathematics from the University of Kentucky in 1981. In August 1981, he joined the faculty of the Electrical Engineering Department at the University of Maryland at College Park, where he is presently a Professor. Over the years he held various positions at the National Science Foundation (Alexandria, VA), IBM T.J. Watson Research Center (Hawthorne, NY), Basque Center for Applied Mathematics (Bilbao, Spain), Institute for Systems Research (College Park, MD), and many others. At Medabra, Prof. Makowski serves as an advisor for mathematical and statistical modeling.

Mr. Andrew Becherer is a seasoned cybersecurity leader known for building security programs at mission-critical technology companies. He brings 20+ years of experience protecting major computing platforms. At Medabra, he is helping the team meet data security and data compliance standards.
